I agree that questionnaire return needs to be managed, at least in part, at the building level. We did something similar with all of the "here's your chance for input" strategies, except we coordinated the secretaries. In Waltham that is a very tight group. I gave the job to my secretary and she delegated the job out to her colleagues in each building. Our first try return was 96%. I followed it up with a letter to the secretaries and one to each of the faculty. We shall see how well we do the second time around.
