Deep change?

A couple of posts so far have alluded to structural changes that might be needed to enable or permit pedagogical reforms. Another topic raised was, what to do when the project ends, with the teacher leaders. Others have spoken about "real" middle-school vs "faux" middle schools (my terms!). It seems to me that strutural changes like these are pivotal for any lasting change. Has your LSC (or some other project that you know about) addressed this level of issue? For me, this is to raise the question, What does "systemic" mean in "systemic change"?
