Perhaps a more teacher-centered professional development program would be warranted. One thing we tried in a previous project was having teams of teachers define learning objectives for themselves, and be responsible for achieving them over the course of a year. Thus a small-scale learning program could be going on, in parallel with anything being done by the school or district. The challenge was to scaffold the formulation of these plans, and get the administrators to make prof dev. time available for the team meetings, i.e. acknowledging the legitimacy of the program by allocating at least some time to it!
