The themes include "Developing a School or District Technology Plan (Revised, March 1998)," "Ensuring Equitable Use of Education Technology," and "Using Technology to Enhance Engaged Learning for At-Risk Students." NCREL also plans on providing resources for the following four themes: "Improving Student Achievement Through Technology," "Engaging Learning Through Technology," "Using the New Technologies to Support Professional Development," and "Networking as a Learning Tool."
