We use "Investigations in Number Data and Space" in Las Vegas. I'll admit maybe I'm not as knowledgeable about the other NSF funded materials, but I can say that in "Investigations" students are fully expected to know their facts, as well as use them to compute quickly and efficiently. I'm not sure where this idea comes from that kids aren't expected to know this!
