Why can't the other groups not meeting with the teacher be working in pairs or small groups on a challenge? Are you concerned about noise level? What if each group was working at a "station" and at the end of 15 minutes a representative for each group discussed how they approached the challenge that they faced. This would provide a teacher time to work with one group while the other groups were working productively with each other. I don't see why worksheets should be the first alternative (although possibly the easiest).
