My top three would be: 1. Access to resources and curriculum materials that supports this approach. 2. Longer blocks of time so that you are not trying to squeeze it into 42 minute periods. 3. Support from administration to lessen the pressure for coverage, especially in the light of many high stake, State assessments that are being introduced.

A culture that encourages expertise: In addition to Joni's points, I would add that teachers could profit from mentorship and dialogue about the enactment of inquiry in their classrooms -- learning how to do it takes time, reflection, and often role models -- and that means school culture (and scheduling) that both values teacher learning, and enables it.
