Does anyone have good information on how to build test...

Reply 1:

Though we have only used them for mathematics tests, the Northwest Evaluation association (NWEA) has a unique scale based on Item Response Theory that calculates the difficulty of each test item and produces a score that indicates the current student achievement level. Paper pencil versions can be given twice per year, and computer versions quarterly. The scale measures growth over time. However, the tests are multiple choice.
