All States Get Federal Nod on Key Plans

author: Lynn Olson
description: George Bush recently announced that every state has a federally approved plan for ensuring that all students are proficient in reading and mathematics by 2013-2014. This article reports on what this approval may mean for states moving forward in their plans for meeting the requirements of NCLB. The author discusses how states met this goal and presents cases where flexibility was given and special circumstances were allowed in order to make these requirements more feasible for certain states. She also includes areas that remain of particular concern, especially around the determination of AYP - adequate yearly progress.
