Despite earlier reports that states are on track for meeting the criteria for "highly qualified" teachers as set by NCLB, a new study suggests that many states may actually be overconfident in their ability to comply with the federal policy. Recent surveys of teacher certification and college majors show that most of the nation's teachers do not meet both of the criteria for being "highly qualified" as defined by the No Child Left Behind Act.
