Studies of Education Reform: Systemic Reform -- Findings and Conclusions

This study by Margaret Goertz, Robert Floden, Jennifer O'Day chronicles the development of systemic reform initiatives through the 1980s and 1990s, including challenges and responses from teachers, administrators, parents, and students along the way. In addition, the study looks at the capacity of educational systems to support education reform, and seeks to guide policymakers in implementing reform policies. The findings of the study are based on case studies of twelve schools located in California, Michigan, and Vermont.
