Standards for Standards-Based Accountability Systems

In this article from the November 1999 issue of Phi Delta Kappan, authors Kenneth Sirotnik and Kathy Kimball propose eleven "standards for standards-based accountability systems." The authors propose these standards as conditions that all accountability systems should have to meet, arguing that such standards are necessary in the search for "common ground that supports sound moral and educational practices."
