This article from the May 2000 issue of Phi Delta Kappan looks at current standards and accountability initiatives and concludes that "the compelling ideas underlying the standards movement are being distorted by poor implementation and political opportunism." Author Donald B. Gratz maintains that many such initiatives now are being enacted for political, rather than educational, reasons, leading to unintended consequences. Gratz argues that "if standards and accountability are to survive and support student learning, significant changes in implementation must occur."
